Fiona Bruce rushed to calm a fiery clash between Northern Ireland Secretary Chris Heaton-Harris and an audience member on BBC Question Time tonight.<\/p>\n
The Cabinet member was directly criticised for \u201cwashing his hands\u201d of responsibility for having a functioning Executive in Northern Ireland, which is currently at an impasse in a row over post-Brexit trading arrangements.<\/p>\n
It was put to him that he had imposed a \u201cpunishment budget\u201d on Northern Ireland.<\/p>\n
The Northern Ireland Secretary rejected this, saying it was a \u201cmisunderstanding of what is happening here\u201d.<\/p>\n
He said the money was set aside in the Spending Review \u201cproperly and thoroughly\u201d and that Westminster could not impose itself on Northern Ireland.<\/p>\n
He added: \u201cHow it\u2019s spent is determined by the executive if there was an executive sitting. And as someone did say, what all this needs is a joined-up approach and that\u2019s exactly what you have ministers for.\u201d<\/p>\n
He later said he was \u201chappy to talk with a reformed executive about what makes a budget sustainable\u201d.<\/p>\n
The audience member told the minister \u201cto get your finger out and start doing it\u201d.<\/p>\n
He added: \u201cThe public services here are falling apart. Everything is falling apart in Northern Ireland and it\u2019s on your watch.\u201d<\/p>\n
Ms Bruce was forced to intervene when a heckler began shouting in the audience.<\/p>\n
She shouted repeated demands to “hang on, hang on” while Mr Heaton-Harris finished making his remarks.<\/p>\n
Don’t miss… <\/strong> Fiona Bruce intervenes after QT audience member makes ‘very serious’ allegation<\/strong><\/p>\n Meanwhile, DUP leader Sir Jeffrey Donaldson has said he believes the UK Government is \u201cmoving closer\u201d to addressing his party\u2019s concerns over post-Brexit trade.<\/p>\n The DUP has been blocking powersharing for more than a year in protest at the internal UK trade barriers created by Brexit\u2019s Northern Ireland Protocol.<\/p>\n The party says the framework deal struck by the EU and the UK to reform the protocol does not sufficiently address its concerns and has made clear it will not accept a return to devolution until the Government provides further assurances, by way of legislation, over Northern Ireland\u2019s place in the UK internal market.<\/p>\n One of the main parts of the framework \u2013 the green\/red lane system for the movement of goods \u2013 became operational at Northern Ireland ports at the beginning of this month.<\/p>\n Talks between the DUP and the Government have been ongoing over the summer.<\/p>\n Sir Jeffrey was responding to BBC Question Time audience member Gary Clark, who asked: \u201cHow much longer should the people of Northern Ireland have to tolerate a lack of devolved government and crumbling public services?\u201d<\/p>\n Speaking in Lisburn, Sir Jeffrey said there are elements of the Windsor Framework that represent progress, but \u201cthere remain some areas that still have to be resolved\u201d.<\/p>\n![](\"https:\/\/cdn.images.express.co.uk\/img\/dynamic\/139\/590x\/secondary\/5022666.jpg?r=1697752016289\")
